I mentioned previously that the Association functions as a form of law enforcement for magi. Therefore, we like to keep tabs on the number of magi in the world. Also, prominent clans like Tohsaka are closely watched due to the value of their bloodlines. It would be a shame if their arts were to die out. Even if they go rogue and must be eliminated, there will usually be some attempts to preserve their knowledge.
